You will more than likely need some form of advanced degree to be competitive these days. If you don't have a degree then a bachelor's will be necessary to apply to the FBI. Volunteer for any special assignments that may be available to you. If you are just starting out in LE now, focus on spending the next few years learning as much as you can in your career field. HRT has fewer than 100 'operators', that's less than 1% of the potential applicant pool. Consider that the FBI has roughly 13,000 agents. Because the unit is so small, they can be extremely picky when it comes to accepting candidates.

If you are selected, you transfer from your field office to Quantico and go through new operator training school which is ~36 weeks if I recall correctly. HRT units function as 'goal focused units': they're the fastest of all non-special units, they try to avoid active combat (instead focusing on sneaking around the firefight to get to the hostages), and will, like the old HRT, still be easy to kill. HRT units only appear when the police see hostages. Put bluntly, they were cannon fodder that were, ironically, perhaps the WORST unit for the job of Rescuing Hostages. However, I think it's safe to say that they were pretty redundant in their old form. While, for many heisters, they haven't been particularly missed, I can't help but feel a little bit nostlagic every time I hear a cop call for them in the brief seconds before their vocal cords are reduced to swiss cheese, or when Bain calls them out.
